Continuum of Behavioral Health

Mental Health Local Advisory Council

The Local Advisory Council was called for by the 1999 Montana State Legislature to increase local public participation and awareness of mental health issues and care. The local advisory council is a coalition of community members interested in assessing, planning and strengthening public mental health services in our community.

What We Do

Advisory Council

The board consists of community members with varying perspectives, experiences and expertise. We come together to assess and advise on issues around mental health, as well as support and promote mental health resources in our community.

Monthly Meetings

We meet from 12pm-1:30pm on the second Monday of each month in the Gallatin County Courthouse at 311 W. Main Street in Bozeman. We meet in the Community Room on the third floor. Zoom links for virtual attendance at our meetings can be found on our event calendar on the events page.

Community Involvement

We welcome anyone who has experienced mental health problems or who cares about the mental health of our community to come to our meetings. We welcome your voice, skills and talents. By becoming involved, you can make a difference in our community. Membership is outlined in our Bylaws.

Gallatin County Sheriff's Office

Erin Taylor is a Sergeant with the Gallatin County Sheriff’s Office, where he serves as the Crisis Intervention Team (CIT) Coordinator. He leads the department’s behavioral health initiatives and community partnerships focused on improving crisis services and mental health collaboration. Erin is committed to strengthening the relationship between law enforcement and behavioral health professionals to ensure compassionate, effective outcomes for individuals in crisis.

Mobile Crisis Team / Connections Health Solutions

Ryan Mattson is the Director of Social Services for Connections Montana, where he has led the mobile crisis response team since December 2022. As a Licensed Clinical Professional Counselor and a Certified Mental Health Professional Person in Montana, his career has been driven by a deep passion for helping those experiencing behavioral health crises.

Jennifer Boyer

Gallatin County Commissioner

Jennifer Boyer serves as a Gallatin County Commissioner and is in her first term. Prior to joining the Commission, she worked across Montana in water resources, conservation, and community engagement. As a mom, Jennifer is passionate about increasing community understanding of youth mental health and expanding access to supportive services through her service with the MHLAC.

Andrea Lower

Gallatin County District Court Administrator

As a Bozeman native, Andrea Lower has worked in the criminal justice system in Gallatin County for over 30 years. Her experience includes working with the Sheriff’s Office at the Detention Center, as the Treatment Court Coordinator, and Court Services where she developed the Pretrial Services Program.  Currently, she serves as the Gallatin County District Court Administrator for the Montana Judicial Branch.

Health Officer, Gallatin City-County Health Department

Lori brings the public health perspective to behavioral health initiatives. As the Health Officer and Department Head for the Gallatin City-County Health Department she brings experience in public health leadership, strategic planning, and community collaboration. Lori has worked to align public health initiatives with behavioral health priorities identified in recent Community Health Assessments and the Community Health Improvement Plan. She is committed to strengthening collaboration between public health and behavioral health systems, supporting data-informed decision-making, and advancing equitable access to mental health services for individuals and families in our community.

Regional Clinical Director, Intermountain Children’s Services

Melaney Swenson is the Regional Clinical Director for Intermountain Children’s Services in Gallatin County and a Licensed Clinical Social Worker. She has spent more than 25 years working with families impacted by mental health challenges. Born and raised in Montana, Melaney values her community and enjoys the many outdoor adventures the state has to offer.
Nicole Madden

Nicole Madden

System Director of Psychiatric Services, Bozeman Health

Nicole Madden is the System Director of Psychiatric Services at Bozeman Health. She is a nurse by background with more than 14 years of community based psychiatric nurse experience and in her current role leads the psychiatric care system in developing programs and clinical pathways to support access and expansion of services. Nicole is committed to strengthening access to mental health care through pathway development and collaboration between the local health care system and community partners. Along with the Gallatin Mental Health LAC, she is also an active member of the Gallatin Behavioral Health Coalition, Big Sky Wellness Coalition, and Central Service Area Authority.

Anthea George is a dedicated community volunteer with a devotion to ensuring the expansion of mental health services in Montana.  She serves on various nonprofit boards and advisory councils in addition to her service with the MHLAC and is an active member and trainer with the National Alliance on Mental Illness (NAMI).

Susan Gregory

Susan Gregory

Director, Bozeman Public Library

Susan F. Gregory is the Director of the Bozeman Public Library, a position she has held since November 2011. In Norman, Oklahoma, Susan was President of the Board of Transition House, a nonprofit dedicated to teaching life skills and offering support to those in transition from mental health treatment or prison; she also served on the United Way Board. She has served on the Gallatin County Homeless Action Committee and the Warming Center Committee. Susan is an advocate for free and accessible public community mental health resources, ongoing training for staff and community members, and support for family consumers.

End-of-Life Doula

Lori Shanahan is an End-of-Life Doula serving the Gallatin Valley. As a natural caregiver, she raised three children, served as a Hospice Volunteer Coordinator, volunteered with a special needs preschool, and provided end-of-life care for her mother and grandmother.   Lori advocates for brain and mental health awareness across the lifespan.

Margaret Kachadurian, Licensed Clinical Social Worker, is Co-Founder and Executive Director of the Montana Mindfulness Project, a nonprofit teaching mindfulness skills to individuals of all ages. With a background in psychology, well-being, and mindfulness education, Margaret also teaches meditation and leads seminars for nonprofit staff, caregivers, teachers, and parents.

Shawna Lockhart is a retired adjunct professor who taught computer-aided design (CAD) at Montana State University and Embry-Riddle Aeronautical University. An accomplished technical writer and textbook author, Shawna also plays upright bass for the Montana Gazette Band and organizes local bluegrass jams. She has served her community through National Alliance on Mental Illness (NAMI) Family-to-Family classes and by helping establish the local NAMI Family Support Group.

Clinical Psychologist

Amanda Rosenkoetter is a clinical psychologist in private practice in Bozeman, specializing in the treatment of mood disorders, anxiety, and trauma-related disorders. Her work includes helping individuals managing complex, chronic health conditions linked to prolonged stress or developmental trauma. She previously worked as a forensic psychologist in a circuit court-based diagnostic clinic and has found this work helps inform her current practice with a deep understanding of systems, behavior under stress, and the lasting impact of trauma.

Software Engineer

Max is a software engineer at Bridger Photonics and has lived in Bozeman for the past two years. He brings a strong interest in children’s mental health, particularly the impacts of social media on youth well-being. Max spent three summers in outdoor education leading backpacking trips for teens, experiences that continue to shape his perspective on resilience and connection. He is also a long-time recipient of and advocate for talk therapy.

Director of Special Education and Student Health - Bozeman Public Schools

Chad Berg has served as the Director of Special Education for the Bozeman Public Schools since 2008.  Before educational administration, Chad worked as a school psychologist in rural Wisconsin.  In his current role, he oversees the continuum of special education support for students with disabilities aged 3-22, which ranges from fully inclusive services to separate therapeutic day school and residential services.  He also supports school-based health services, including school nursing support and contracted school-based mental health services.  Staff and student well-being are a foundational part of the mission of the Bozeman Public Schools in ensuring high-level learning for all students.

Public Relations, Veterans Alliance of Southwest Montana

Rick Gale is a member of the Bozeman Police Commission, Gallatin County Criminal Justice Coordination Council as a Veteran Advocate, Veterans Alliance of Southwest Montana, and Guest Teacher for Bozeman Public Schools.  Rick served as a Crisis Negotiator for both the National Park Service at Yellowstone National Park and the Irvine Police Department Special Operations Unit in Irvine, California.

Bekki Mclean serves as the Chief Prosecutor for the City of Bozeman, where she leads the criminal prosecution division and oversees attorneys and staff within the legal department.  She has been with the City of Bozeman for over 10 years.

Ben Frentsos

Director of Community Impact, Greater Gallatin United Way

Ben Frentsos provides oversight and strategic planning to the community organization’s programs and services.  Additionally, he manages GGUW’s Community Impact Fund, a grant supporting local non-profits in areas of youth success, early literacy, mental health and well being and basic needs.  Ben has over 10 years of program management and leadership experience.  Ben received his Bachelor’s degree in Political Science (2007’) from Montana State University and his Master’s degree in Public Administration from the University of Montana (2019’).

Todd Lester

Licensed Clinical Social Worker

Todd Lester serves as the Community Engagement Partnership Coordinator on the Suicide Prevention Team for VA Montana. A Montana native and father of three adult children, Todd has over 39 years of experience as a mental health therapist. His career has included roles as a supervisor, administrator, college professor, and consultant. Todd now focuses on community partnerships aimed at eliminating suicide across Montana, with special attention to veterans, first responders, and other high-risk groups.
